Paavan Popat OBE

We are delighted to share that our CEO, Paavan Popat, has been awarded an OBE, on the recommendation of the Prime Minister and with the approval of His Majesty the King. This recognition reflects Paavan’s significant contribution to advancing inclusive and intergenerational housing, and his longstanding commitment to creating environments where older people can live with dignity, belonging and purpose—supported by care that is sensitive to different faiths and cultures.

A Recognition of Vision and Impact

Paavan’s work has consistently championed a future where ageing is supported by thoughtful design, strong communities, and an approach to care that sees the whole person. His focus on healthy placemaking—creating places that actively support wellbeing—has helped shape how the sector thinks about housing and care for an ageing society.

This honour acknowledges not only strategic leadership, but also the practical, people-centred outcomes that come from reimagining later-life living: communities that reduce isolation, promote independence, and enable older people to flourish.

Helping Shape National Thinking on Older People’s Housing

Through his role on HM Government’s Older People’s Housing Taskforce, Paavan has helped influence how new developments can better respond to the evolving needs of the UK’s ageing population. This includes encouraging approaches that support:

  • Age-friendly design and accessibility
  • Dementia-inclusive environments
  • Faith and culture-sensitive living
  • Stronger links between housing, health and community support

His contribution reinforces the importance of building communities that are not only functional, but truly supportive—where wellbeing is embedded into everyday life.

Heathbourne Green: A Blueprint for the Future

Paavan’s work at Heathbourne Green in Bushey is set to be a blueprint for future developments: age-friendly, dementia-inclusive, and faith and culture-sensitive, with an emphasis on social prescribing and holistic wellbeing.

It reflects a forward-looking model where older people can remain connected to community life, access meaningful activities and support, and live in surroundings that promote comfort, confidence and connection.

As CEO of TLC Care, Paavan has been an inspiration to team members across the organisation—leading with a clear purpose aligned to our core values of Truth, Love and Compassion.
